Liverpool are favourites to sign Danny Ings ahead of Tottenham but could be forced to pay a record £8million tribunal fee for the Burnley striker.
Although Spurs had a £12m offer accepted by Burnley on Wednesday, Ings has the final say because he becomes a free agent when his contract at Turf Moor runs out on June 30.
The 22-year-old has stressed he will not make a decision until after a holiday and it is understood he would prefer to join Liverpool. Both Manchester clubs and Real Sociedad have shown interest, too.

However the striker, who scored 11 Premier League goals last season, is known to prefer a move to Liverpool

Tottenham’s seven-figure offer is highly unusual for a player who will be available for nothing in five weeks’ time, but underlines how much Ings’s stock has risen after just one season and 11 goals in the Premier League.
Liverpool may consider it mischievous because it could drive up the price if they cannot agree a fee with Burnley and the case is referred to the Professional Football Compensation Committee.
They expected to pay around £4m but now fear it could double to £8m, eclipsing the record £6.5m valuation placed on Daniel Sturridge when he joined Chelsea from Manchester City in 2010.

Liverpool boss Brendan Rodgers has a limited budget and has already made £35m-rated Aston Villa striker Christian Benteke his No 1 target. The club will try to sell Mario Balotelli, Rickie Lambert and Fabio Borini, and could bank upwards of £40m if they cash in on Raheem Sterling.
Burnley rejected a £4m bid from Liverpool in January in the hope Ings would keep them in the Premier League, but his goals were not enough.
They are hopeful of receiving at least £4m at tribunal although the fee will drop to around £250,000 if Ings moves abroad and signs for Sociedad.
Bournemouth stand to receive no more than £200,000 as their cut of the deal due to a cap in the sell-on clause when Ings left for Burnley for £1m in 2011.
